Chromecast requires an internet connection of some sort in order to work.  Until recently, you could connect the Chromecast to your mobile hotspot on your phone and then use your phone to cast to the Chromecast.  This made the Chromecast one of the best solutions for streaming content in places without internet (or cable tv or both), such as in the car for your kids in the back seat or at your vacation home.  Since the latest update of Google Play Services to Android devices, Google has broken this function.  This has seriously degraded the value of this device for me.
