Quick to assemble, but I did overlook the rubber cap the firs time, test failure, my bad!  
Recommend make the round rubber cap square to stand out more, and avoid the mistake I made.  

Partially disassemble the the given instructions to bolt the top stand to the seat bottom. 

Access the top of the rubber cap and force it down then the rubber cap will be dislouged from the stand. 

Then reistall as per sinstructions. good to go, thanks!
