Ten holes in each for mounting to existing fastener locations in the inner fender well, but only half are actually used. The unused ones will somewhat defeat the whole purpose for spending nearly $300 for pieces that are poorly designed, manufactured or both, when actual cost from a truck stop are half as much for ones with no holes. Looking at the item image above, not a single hole is visible. That's what I thought I was buying, flaps with zero holes.
