The Samsung Rugby was not unlocked. We found the address and phone number of the company that shipped the phone from the internet and went to the address listed. The house was empty with a for rent sign on the lawn. The listed business phone number just rang and rang when we called. We then returned the phone to Walmart and got our money back.
