I used it on wet polish as well as dry polish. Yes, it looks better on dry polish as it plumps it and makes it glossier.

I have experienced little to no shrinkage and the finish is incredibly glossy, truly is like glass. While it doesn't dry down as hard as gel polish, it's the closest thing I have found that looks and wears like gel polish. I absolutely love it! The price for the set and the amount offered can't be beat!
