It is an interactive toy that comes with a little cup and 3 balls. The balls are not a choking hazard. I would mention that the packaging has a few plastic screws that keep in place the toy that would be a choking  hazard but as long as you unpack it carefully it's not an issue. 
What I love about it is that the volume is just right. It does not have a volume key but it's not loud at all (which a lot of kids toys are). I don't think there are 40 songs and phrases, it became quite repetitive fast but the little guy is happy so who is counting.

Bathtime fun

[This review was collected as part of a promotion.] We got this complimentary from Influenster for our 1-year-old, but all of our kids like this bath toy. The music isn't super annoying and the kids like having the music and light in the tub while they play.

[This review was collected as part of a promotion.] Such a cute little dolphin that keep my baby entertained when I'm bathing her. She like to press the star because if light up and the music for her to mumbling along. The suction is great. She can use the circle to pull herself up sometimes.

[This review was collected as part of a promotion.] I received this product free from Influenster and VTech in exchange for my honest review. Love VTech products and this one is another hit! The dolphin and cute, and the colors make it fun and gender neutral. The pieces are a good size for tiny hands to grip. The scoop allows little ones to practice gross and fine motor skills when pouring; and since this is a bath toy, there is no mess to clean up! The sounds are not too loud, which is nice since bath time can sometimes be a little overstimulating.

Fun bath toy!

[This review was collected as part of a promotion.] This Dunking Dolphin Hoop toy is so cute! My daughter loves playing with it during bath time. It's easy to use and safe to play with in the tub. Assembly is easy, just take it out of the box and stick to the tub wall with the suction cups.

[This review was collected as part of a promotion.] My daughter loves this for bath time it's a great toy. Even though it's electric it's safe to use in the bath. My only criticism is that the packaging was far too much for such a small toy. A lot of plastic clips which were unnecessary.

Great toy poor packaging

[This review was collected as part of a promotion.] How cute is this dolphin toy!? It's a basketball hoop that comes with 3 colorful balls and a little cup! My daughter gets so excited for bath time knowing she will get to play with it! It lights up, talks, and plays music! It was super easy to set up, not really any assembly required! It's super safe with no choke-able parts and was easy to remove from the packaging! Bathtub has been a much more enjoyable time for all!

This Toy Makes Bathtime Oh So Fun!

[This review was collected as part of a promotion.] Cute concept, lack of real work use leaves this as a 3 star product, could've been 5 stars with a few tweaks. First off it's a little too heavy, falls easily. Second there is nothing to keep the balls, had they attached a net to the hoop it would've made this miles better. The little cup has a hook to hold it onto something in the lip however it does not actually attach to anything on the toy. Another fail. Make it clip on so it's all one piece when not in use. Also would've loved for this to have abcs 123s for a learning element outside of the hand eye coordination. Seems like most toys these days it's more after thought than people actually have parents use these with their kids pre production to work out the kinks

Could've been great but it's just meh

This toy is extremely annoying. We have lots of toys that make noise but this ones sounds are aggravating. The sound quality is extremely poor. We've used it for 3 baths now and one of the balls is already busted. Our 1 year old seems to be most interested in the orange cup that comes with it.
