Everything was good

So we bought "unlocked" phone from Walmart via Vendor Canadian Outlet in Toronto, only to find out that the phone is locked to a carrier and phone has been asking MCK code from the get go.
After 2017 no phones are locked by any carrier as per CRTC guidelines.
In the name of support from vendor, we ha e been going back and forth on this argument with no resolutions. I had given away this phone as a gift to my brother and now he can't use it.
Vendor has also mentioned to send it back and repair for a cost.
